Secure hardware based offline encryptor device for graded security

Develop a dedicated FPGA/ASIC-based offline encryptor for classified files and folders before transmission over public networks. It should read from one USB medium and write to a separate medium, encrypt/decrypt data and handle common Windows/Linux filesystems. The source specifies offline hardware processing, not merely a cloud encryption service.
